We're going to use a floral image from Dover Sampler which you can download here. You can also use an image of your choice.
Open your image in PhotoImpact and open a blank image same as Active Image. I align mine next to each other so I can see them side by side.

Click on the floral image to activate it, click Selection in the tool bar at the top of the screen, Select by Color Range.

Now using the eye dropper, choose a color. In this one I chose the lighter shade of red. You can play with the Sample Color Similarity slider bar to get a greater depth of colors with your choice.

That screen will disappear after you have chosen your color and you will see something like this.

Use the Selection Tool and drag the highlighted colors of the image and onto the blank image.

Continue doing this with the colors you want in your rubber stamp look. When you are happy with the result, select all objects, merge as single object, and save as .ufo or transparent .png format. I save mine in my Stamp Folder.
